The Looker Bureau is a post-game detective story in Lumiose City. It opens after you enter the Hall of Fame and get your Mega Ring upgraded at the Anistar sundial. With both done, walk around Lumiose until Looker calls your Holo Caster. His office is close to Rouge Plaza, and the Lumi Cab lists it under Facilities. The story has five chapters and a final one. You find five Looker Tickets, win over an Espurr named Mimi, beat the Lumiose Gang, and follow the masked Trainer Essentia to a secret floor of Lysandre Labs. There’s no gift Pokémon or reward item at the end, but the story adds 45 Lumiose style points. Once it’s over, Essentia will battle you at the bureau on Tuesdays, Thursdays and Saturdays.

This page covers Pokémon X and Y on Nintendo 3DS, 2DS and New 3DS. The quest is the same in both versions. Chapters 4, 5 and the ending have spoilers, so they sit under their own heading further down. The bureau shows up again in Pokémon Legends: Z-A with a different story, which isn’t covered here.

How to unlock the Looker Bureau

Beating the Champion isn’t enough on its own. Looker only calls after you’ve entered the Hall of Fame and finished the Anistar sundial scene with Professor Sycamore. That’s the scene that upgrades your Mega Ring, so if you’ve already done our Mega Ring upgrade steps, you’re set.
After the credits, Sycamore gives you the TMV Pass at Lumiose Station. Ride to Kiloude City and finish at least one battle at the Battle Maison. Your rival, Serena or Calem, then waits in Kiloude for a battle. Win it and Sycamore heads to the sundial in Anistar City; talk to him there to get the upgrade. Back in Lumiose, walk the streets until Looker calls. He doesn’t give his name at first, only that the building “is close to Rouge Plaza.”
The Lumi Cab is the quickest way there. Pick Facilities, then Looker Bureau. Before chapter 1 the cab lists it as “Vacant Storefront,” and the base fare is $710. If you go inside before Looker calls, a man in the empty shop says someone has finally rented it. The sign outside changes once Looker moves in.

Chapter 1: That Man’s a Real...Looker

Looker introduces himself as a detective and asks you to be his partner. Saying no only makes him ask again. Say yes and he sends you on his training course: find five Looker Tickets hidden around Lumiose City. He says they’ll catch your eye with their glitter, and they do show up as sparkles on the floor. The notebook on his desk lists the hints, and he sends them again by Holo Caster once you leave.
| # | Looker’s hint | Building | Where inside |
|---|---|---|---|
| 1 | In the Pokémon Center next to Magenta Plaza | Pokémon Center | Toward the back on the left, near the side doorway |
| 2 | In Centrico Plaza, in the tower illuminating the city | Prism Tower, ground floor | West of the central elevator |
| 3 | On Vernal Avenue, at a shop selling medicines | Herboriste | Against the east wall |
| 4 | On North Boulevard, 1F, in a place where people rest | Hotel Richissime | East end of the ground floor |
| 5 | On North Boulevard, 1F, in a place filled with art | Lumiose Museum | Far east side, by the bench near the stairs |
You can collect them in any order. Each pickup lowers the “Looker Tickets remaining” count by one, from 4/5 down to 0/5, and the back of every ticket has a short note from Looker cheering you on. With all five, go back to the bureau and agree once more to be his partner. That closes chapter 1 and gives you the first 5 style points.
Chapter 2: In the Back Alleys
The client is a group of Lumiose mothers who want to know why kids keep hanging around the back alleys. Looker’s notebook lists four alleys, and his hunch is the one off South Boulevard, beside Restaurant Le Nah. Four kids there battle you before they let you through. At the end you meet a girl and her Espurr, Mimi. Looker offers the girl a room at the bureau, but Mimi runs off, and she won’t go without it.

| Trainer | Pokémon |
|---|---|
| Preschooler Natalie | Swinub Lv. 53, Bonsly Lv. 53 |
| Preschooler Lily | Igglybuff Lv. 55 |
| Schoolgirl Callie | Rapidash Lv. 53, Kingler Lv. 53, Leavanny Lv. 53 |
| Schoolboy Macon | Spiritomb Lv. 56 |
How to get Mimi to follow you

Mimi moves between the three alleys you reach from North Boulevard: across from the Galette Stand, across from Lumiose Station, and beside Café Triste. Once you leave the South Boulevard alley, Looker sends a tip he got from the kids. Mimi doesn’t like being petted by strangers.
When you find Mimi, you pick an emote. Pick Dance; it works on the first try every time. Behind the scenes Mimi has a hidden score that starts at 0 and can’t drop below it. Each emote adds or takes away points, and Mimi follows once the score reaches 20. After a miss, Mimi runs off to one of the other two alleys and you have to find it again.
| Emote | Points (score under 6) | Points (score 6 or more) | What Mimi does |
|---|---|---|---|
| Dance | +20 | +20 | Joins you at once |
| Sing | +10 | +5 | Runs off with a hint of a smile. Three in a row also works |
| Smile | +5 | 0 | Hint of a smile at first. Once the score is 6 or more it does nothing |
| Pet it | −5 | −10 | Gets angry |
| Nudge it | −10 | −15 | Gets angry |
That explains Looker’s “don’t pet it” tip. Petting costs points, and nudging costs more.
Back at the office, the girl tells Looker her name: Emma.
Chapter 3: Detective, Tourist, Gang
A tourist rushes into the bureau speaking another language. Looker decides she wants tea and runs out to buy some. Emma understands her, and Mimi’s psychic power lets you hear what the tourist and Emma are thinking: her Pokémon were stolen at Lumiose Station. Emma guesses it was the Lumiose Gang, who hang around the platforms at the station on North Boulevard.
Looker goes after them alone, even though he has no Pokémon, and Emma begs you to help him. At the station, walk east along the southern platform. The gang won’t hand anything back to Looker, so you battle in his place. The three members battle you one after another: Sedna, Eris, then Nix.
| Trainer | Pokémon |
|---|---|
| Lumiose Gang Member Sedna | Mandibuzz Lv. 58 |
| Lumiose Gang Member Eris | Pangoro Lv. 56, Bouffalant Lv. 56 |
| Lumiose Gang Member Nix | Druddigon Lv. 56, Krookodile Lv. 56 |
After the third battle Emma shows up and orders them to give the Pokémon back. It turns out the gang called her their boss after she beat them in a fight once. They return the Poké Balls, apologize, and promise to find honest work.
Chapters 4, 5 and the ending (spoilers)
The rest of this page gives away the twist and the ending. If you’d rather see it in the game, skip to the troubleshooting list.
Chapter 4: An Unforgivable Crime
A news bulletin reports that someone broke into the Lumiose Museum and damaged a painting. Looker sends you there. The graffiti is on the third floor, and the museum director is standing in front of it. When you leave, a second bulletin comes in: a thief is stealing Poké Balls from Trainers right after battles. Looker calls you back and sets up a sting. You go into the alleys as bait while he hides nearby. The thief changes her disguise each time and gets away twice:
| Where | Trainer | Pokémon |
|---|---|---|
| Alley across from the Galette Stand | Suspicious Woman | Jellicent Lv. 58, Volcarona Lv. 60 |
| Alley beside Café Triste | Suspicious Child | Whimsicott Lv. 57, Mawile Lv. 57, Granbull Lv. 57 |
| Alley across from Lumiose Station | No battle. A Trainer who just lost his Poké Balls says she ran toward South Boulevard | None |
| South Boulevard alley, where you met Emma | Suspicious Lady | Persian Lv. 60 |
In the last alley the thief turns into a masked figure in a suit who calls herself Essentia. Mimi runs to her, which convinces Looker that Emma is inside. Essentia hits him and flees. Back at the office he says he’ll stop by the hospital. Then Mimi hands you a note from him: he’s going to investigate alone, and if Emma asks, you’re to tell her he’s in the hospital.
Chapter 5: A Fiery Woman and the Truth Revealed
Emma drops by, hears Looker is in the hospital, and hurries off. Next a butler named Chalmers visits the bureau and asks to test your strength. He used to be a Team Flare admin, and his mistress is waiting in the Royal Suite of Hotel Richissime. That’s Malva. Beat her and she tells you the truth: Essentia is Emma wearing the Expansion Suit, and the suit is the work of Xerosic, one of Team Flare’s scientists.
Malva meets you at Lysandre Café and enters a password on the elevator panel herself, so there’s nothing to type. That opens the hidden floor of Lysandre Labs, which has the same layout as the floor above. Three scientists and two Lumiose Gang members battle you on the way. Nix is working there as a security guard; beat him and he lets you into the room he’s guarding.
Inside are stolen Poké Balls and Xerosic’s papers. Check the bookshelves for six documents: the Expansion Suit specs and five volumes of field-trial records. After reading them, talk to Nix. His shift ends and he leaves, so head for the exit. Xerosic appears, and Essentia battles you four times in a row.
| Trainer | Pokémon | Prize |
|---|---|---|
| Butler Chalmers (bureau) | Braviary Lv. 62 | $4,960 |
| Malva (Hotel Richissime) | Pyroar Lv. 63: Hyper Voice, Flamethrower, Wild Charge, Noble Roar | $12,600 |
| Scientist Sonia | Elgyem Lv. 60, Klinklang Lv. 60 | $4,320 |
| Scientist Ernst | Weezing Lv. 61, Heliolisk Lv. 59 | $4,248 |
| Lumiose Gang Member Sedna | Mandibuzz Lv. 62 | $4,960 |
| Lumiose Gang Member Eris | Pangoro Lv. 60, Bouffalant Lv. 60 | $4,800 |
| Scientist Justus | Muk Lv. 62 | $4,464 |
| Lumiose Gang Member Nix (guard) | Druddigon Lv. 59, Krookodile Lv. 61 | $4,880 |
| Essentia, battle 1 | Jellicent Lv. 64, Volcarona Lv. 66 | $9,240 |
| Essentia, battle 2 | Whimsicott Lv. 63, Mawile Lv. 63, Granbull Lv. 63 | $8,820 |
| Essentia, battle 3 | Persian Lv. 66 | $9,240 |
| Essentia, battle 4 | Crobat Lv. 68, Malamar Lv. 70 | $9,800 |
Before the last battle, Mimi and Looker arrive. After it, Xerosic switches off the suit’s remote control and Emma wakes up with no memory of any of it. Xerosic admits he was behind the museum graffiti and the Poké Ball thefts.
Final chapter: Here’s Lookin’ at You, Kid
Emma messages you: Looker is finally leaving the hospital and she wants everyone at the bureau to welcome him back. Mimi brings a letter instead. Looker writes that he was never a private detective but an officer of the International Police, that the hospital stay was a cover, and that the case is closed. Emma runs out after him. Nix from the Lumiose Gang then drops by and says he saw Looker heading for the Lumiose Museum. Talk to the director on the third floor. As you leave, Emma messages again: Xerosic is with Looker at Lysandre Café.
Go there before their train leaves. Looker names Emma the new head of the Looker Bureau. Xerosic gives her the Expansion Suit with its remote control removed, along with his Pokémon. Looker is taking Xerosic away to stand trial, and that ends the story.
Each of chapters 1 to 5 gives 5 style points and the final chapter adds 20, for 45 in all. Lumiose style is a hidden score that some shops react to; the Kanto Mega Stones at the Stone Emporium get cheaper as it rises.
Essentia rematch

After the final chapter, visit the bureau on a Tuesday, Thursday or Saturday (by the 3DS clock). Emma is there as Essentia and will battle once a day. Her team is Crobat Lv. 73 (Mean Look, Poison Fang, Haze, Air Slash) and Malamar Lv. 75 (Psycho Cut, Slash, Night Slash, Superpower), the same pair as on the hidden floor, five levels higher. The prize is $10,500. Crobat’s Mean Look stops you switching out, so lead with something that can handle it.
Troubleshooting
- Looker never calls: check the sundial step. You need the Battle Maison battle, the rival battle in Kiloude and Sycamore’s Mega Ring upgrade in Anistar. Then walk around Lumiose’s streets for a while.
- The next chapter won’t start: each chapter waits for a Holo Caster message. Leave the bureau and walk around Lumiose, or go in and out of a few buildings.
- Stuck on the hidden floor: read all six documents on the bookshelves, then talk to Nix.
- A Looker Ticket is missing: look for a sparkle on the floor of the building in the table and press A next to it. For Prism Tower, stay on the ground floor.
- Mimi keeps running away: you used Pet it or Nudge it, or the score didn’t reach 20. Find Mimi in another North Boulevard alley and choose Dance.
- The cab doesn’t list the Looker Bureau: look for “Vacant Storefront” under Facilities. It takes the bureau’s name once chapter 1 starts.
- Essentia won’t battle: it has to be Tuesday, Thursday or Saturday, and you can only fight her once a day.
